Shimmer Hill is unlocked by getting the location missions.
look for missions that ask you to go look for an unexplored place.
might unlock Shimmer Hill, you might not.
there is no Electric Plateau. I've never even heard of that location.
appears in the Amp Plains on floor 7 only.
appears on floor 17 in Shimmer Hill only.
of them require you to have either the Mystery Part or the Secret Slab to make them appear.
