Pokémon GO has officially been updated to version 0.135.1 and 1.105.1 across all capable Android and iOS devices, respectively. According to official release notes from the development team at Niantic, the latest update implements various bug fixes and improvements for an overall smoother experience. Among the fixes is something related to Smeargle, as explained by Niantic:
Trainers, while Smeargle should only able to learn moves by using Sketch during a photobomb, a bug is allowing you to use TMs and is displaying a New Attack button. These will be removed in the next update. Any changes to Smeargle’s moveset before the update will be preserved.
