The Pokémon Company implies that Ultra Necrozma is more powerful than any other Legendary Pokémon

Ultra Necrozma is a further transformation of Dusk Mane Necrozma or Dawn Wings Necrozma, the forms that Necrozma takes when it captures Solgaleo or Lunala in Pokémon Ultra Sun and Ultra Moon. It is a new form that even Necrozma had never taken until now. It has been discovered for the first time in the form of this dragon brimming with light. According to The Pokémon Company, Ultra Necrozma may very well be the most powerful Legendary Pokémon out there to date:

It’s not a form that Necrozma has never taken anymore, it’s Necrozma’s original true form. Unfortunately, its body was permanently damaged, causing its light to leak out, so the only way for it to achieve the form now is to absorb a light pokemon like Solgaleo or Lunala to use their light to power the form.
