Pokémon GO players now officially have a chance to capture two rare Legendary Pokémon, Lugia and Articuno. However, a number of players attempting these Raids are finding that adding Legendaries to their collection is a tougher than it sounds, partially because of Niantic’s design, as well as network issues.
