As part of the yearlong celebration of Legendary Pokémon, The Pokémon Company has announced that Groudon and Kyogre will be distributed throughout the month of August 2018. In the U.S., distribution codes will be available from August 3 to August 26 at GameStop. Kyogre can be unlocked exclusively in Pokémon Sun and Pokémon Ultra Sun, while Groudon is exclusive to Pokémon Moon and Pokémon Ultra Moon. Both Pokémon are level 60 in Pokémon Sun and Moon, whereas in Pokémon Ultra Sun and Ultra Moon, they are level 100 and come with a Gold Bottle Cap.

I don’t know about moon, but in Ultra Moon you can catch one in the ultra space wilds. You can transfer pokemon between games with Pokebank, but it costs 4.99 per month
