Pokémon GO developer Scopely has confirmed that the reduced frequency of Team GO Rocket balloons is an intentional adjustment rather than a bug. The company noted that balloon appearances may increase during Team GO Rocket takeovers and other events, while player feedback about the change is being shared with the team as it monitors the update.
